Transparency International Georgia is carrying out an evaluation of the performance of representative bodies in Georgia. On October 19, 2017, the organization published a report on the performance of the Tbilisi City Council. The latest report examines the performance of the Zugdidi City Council.

Active involvement of citizens in the governance and decision-making processes is one of the cornerstones of democratic governance. It holds particularly true at the level of local self-governance, as responsibility for settlement of primary and communal needs of citizens rests with the municipal authorities.
Congruent to Article 162 of the “Self-Government Code of Georgia”, the Ministry of Justice, the Ministry of Regional Development and Infrastructure, the Ministry of Economy and Sustainable Development and the Ministry of Finance should have worked out and presented to the Government of Georgia for approval a respective schedule and rule for transfer of agricultural land to municipalities until 1 January 2017.
