The representation of women in the city councils of Adjara has increased, although, in spite of this, there is a significant gender imbalance in the self-government bodies, especially in the executive organs of the municipalities.
In 2017-2019, public procurements with a value of GEL 1,493,385 were made for holding celebration events, out of which GEL 827,735 (about 55% of the total amount) was spent through simplified procurements.

In comparison to 2015-2016, the practice of using citizen engagement mechanisms in the municipalities of Adjara has improved in 2017-2019. Nevertheless, local governments need to work on improving the quality of citizen engagement.
The Batumi Municipality spends GEL 1,626,899 per month and GEL 19,522,796 annually on the salaries of employees of 11 non-entrepreneurial (non-commercial) legal entities (N(N)LE). In addition, GEL 13,720,200 has been allocated in 2019 for subsidizing 8 limited liability companies (LLC) of the Batumi Municipality.
About a quarter of the citizens surveyed think that the mayors and municipal councils (Sakrebulos) elected in 2017 do not express citizens’ interests.The survey of 2,087 respondents was commissioned by TI Georgia and conducted by the Caucasus Research Resources Centers (CRRC) from February 20 up to March 5, 2019, and its margin of error amounts to 2.3%.
