Giorgi Lomtatidze, from 2021 to the present, has been a member of the Batumi Municipality Council from the Georgian Dream party - during his term as a deputy, in 2021-2025, his family-related company, Compass JK, won 14 tenders worth a total of 3,848,985 GEL. "Compass JK" LLC won several tenders even before Giorgi Lomtatidze became a member of the Batumi City Council - In 2019-2021, the company received only 762,432 GEL. Over the past 7 years, "Compass JK" LLC's revenue from tenders totaled 4,614,417 GEL.

The owner and director of 100% of the shares of “Compass JK” LLC is Giorgi Kheladze, the husband of Giorgi Lomtatidze’s sister. Initially, this company was owned by Giorgi Lomtatidze’s sister, Ekaterine Lomtatidze, then by Giorgi Lomtatidze’s father, Damir Lomtatidze, who on February 18, 2019 transferred 100% of the shares of the company free of charge to his son-in-law, Giorgi Kheladze. This company participates in tenders announced for the purchase of full or partial construction works.

3 tenders (NAT260001302, NAT250016580 and NAT240017814) with a total value of GEL 1,084,272 were received by “Compass J.K.” LLC from legal entities established in Batumi Municipality. The control of these legal entities and, as a whole, the executive bodies of the municipality, is the responsibility of Giorgi Lomtatidze, as a member of the City Council, which raises serious questions regarding the conflict of interest.

A violation of the applicable legislation and a clear manifestation of a conflict of interest is the fact that "Compass JK" LLC also won 2 tenders (NAT250001679 and NAT230006457) announced by LEPL "Batumi Boulevard" for a total value of 420,878 GEL, and at that time, the deputy director of "Batumi Boulevard" and a member of the tender commission, Giorgi Lomtatidze's wife, Sofiko Gujabidze. Moreover, in both cases, Sofiko Gujabidze, by signing the relevant documents, stated that she and Kompas JK LLC do not have a conflict of interest. In 2015-2018, Sofiko Gujabidze was the Head of the Department of Mass Media and Public Relations of the Government of the Autonomous Republic of Adjara.
