Donate to the party and build wherever you want: The scheme of “Georgian Dream” donors in Adjara

16 September, 2026

Out of the 5,812,000 GEL transferred to the party fund of "Georgian Dream" in January-August 2026, 2,403,000 GEL (41%) represents Adjara's share. Among recent non-election years, this is the highest figure: during the same period in 2023, the total donations amounted to up to 2 million GEL, in 2024 it was 2.1 million, and in 2025, it reached up to 4,000,000 GEL. In 2025, "Georgian Dream" held local self-government elections.

During the studied period, out of 63 donors to "Georgian Dream," 55 individuals are connected to one or more companies. Through tenders and simplified procurements in state purchases, these companies received 870 million GEL, while construction permits for an area of 3 million square meters were issued to the donor companies, primarily in Batumi and Kobuleti.

While studying the donations made in January-August 2026, "Transparency International - Georgia" identified a trend of coordinated donations; as an example, we can consider the case of March 26, 2026, when 8 individuals transferred large amounts to the account of "Georgian Dream". On April 23-24, partners of "Nova" LLC donated 278,000 GEL to "Georgian Dream". The same pattern occurred on March 23, May 13 and May 25, when groups of 4 individuals contributed hundreds of thousands of GEL to Ivanishvili's party. In total, as a result of such synchronous transfers, "Georgian Dream" received 1,278,064 GEL.

This year as well, the trend of donations from partners of large construction, medical, trade, and official-affiliated companies remains striking:

  • Partners of "Nova" LLC: Zviad Abuladze, Jemal Bolkvadze, Emzar Iremadze, Jemal Antadze and Ramaz Iremadze transferred 278,000 GEL to "Georgian Dream" during the study period. In total, they have donated 1,120,000 GEL to the ruling party. Since 2011, the company has received over 15 million GEL from state procurements, of which more than 5 million GEL came through direct contracts signed via simplified procedures;
  • Owners and directors of companies included in the "Alliance Group" ("Alliance", "Alliance Privilege", "Alliance Kobuleti", "Alliance Lisi") - Besik Jgenti, Davit Baladze, Temur and Lana Bitsadze, and Nikoloz Tevzadze - donated 225,000 GEL to the party between March 23 and 30, 2026. Altogether, they gave 1,350,000 GEL to "Georgian Dream". In return, this construction group received permits for the construction of 2,000,000 square meters of residential and multifunctional complexes in Batumi, Tbilisi, Kobuleti, and the Goderdzi resort;
  • Partners of "Khozrevanidze's Clinic" LLC, Irakli and Eldar Khozrevanidze, donated 105,000 GEL to the ruling party. Mukhamed Artmeladze, owner of "Regional Center of Family Medicine" LLC; Manana Tunadze, 70% owner of "Medda" LLC; and Eka Zoidze, 50% owner of "Health Care Group" LLC, donated 125,000 GEL. In total, owners of medical institutions transferred 415,000 GEL to the "Georgian Dream" between 2021 and 2026. These institutions received more than 7,000,000 GEL from state, regional, and municipal procurements, including up to 3 million GEL through direct contracts;
  • Businessman Giorgi Chkonia, elected as the Kobuleti delegate in the illegitimate parliament of Georgia, along with his associated individuals Jemal Chkonia, Malkhaz Dumbadze, and Archil Basiladze, transferred 120,000 GEL to the party's fund. In total, the Chkonia group has transferred over 1.5 million GEL to "Georgian Dream," while their income from state procurements over the last 14 years exceeds 500,000,000 GEL;
  • Jumber and Jimsher Zoidze, business partners of Koba Phutkaradze (the businessman son of Gocha Phutkaradze, Chairman of the Khelvachauri Court), gave 75,000 GEL in favor of "Georgian Dream". In total, all three individuals have transferred 430,000 GEL to Ivanishvili's party. Companies associated with them obtained permits for the construction of up to 130,000 square meters of residential and multifunctional high-rise buildings in Batumi;
  • During the study period, Koba Devadze and Vakhtang Gedenidze, partners of the construction group "Next," donated 70,000 GEL to "Georgian Dream". In total, they gave 360,000 GEL to Bidzina Ivanishvili's party. The group includes "Next Apartments" LLC, "Next Holding" JSC, "Next Green" LLC, "Next Enders" LLC, "Next Town" LLC, and several other companies. They have received permits for the construction of hundreds of thousands of square meters of residential and multifunctional buildings;
  • Batumi City Council member Levan Dolidze donated 60,000 GEL to the ruling party. Companies associated with Levan Dolidze's father, Nukri Dolidze, and his uncle, Merab Dolidze ("Bondi 2009" and "Monolith 2005"), contributed a total of more than 600,000 GEL to the ruling party. Both companies are leaders in procurements for Batumi's largest spending municipal organization—the N(N)LE City Infrastructure and Amenities Agency—as well as the Adjara Roads Department. Their combined income received between 2013 and 2026 exceeds 336,000,000 GEL. The Dolidzes also own a construction project located on Shartava Avenue in Batumi. In total, companies owned by the Dolidzes received construction permits for 65,000 square meters of commercial and residential spaces;
  • Among the donors is Lasha Baladze, owner of the large construction group "Gumbati". During the study period, he transferred 50,000 GEL to "Georgian Dream," and in total, he gave 290,000 GEL between 2023-2026. Archil Khabadze, former chairman of the Autonomous Republic of Adjara and former member of the Parliament of Georgia, is Baladze's business partner in the companies "Monopoly Group", "Gumbati Residence" and "Boulevard Point". He is also the director of "Boulevard Point" LLC. From 2014 to the present, the "Gumbati Group" has received more than 10 million GEL from state procurements, of which 9 million GEL is the share from direct procurements.

"Transparency International - Georgia”'s latest research, similar to its predecessor, confirms that "Georgian Dream" is involved with large businessmen in a model of state capture governed by the Quid pro Quo - "Give to me, so I can give to you" - principle. The donors include officials who own companies winning state tenders, as well as partners of large construction companies who have secured permits for the construction of dozens of new residential buildings in the Batumi territory. The donors also include owners and managers of medical institutions operating in Batumi.
