Public official Kakhaber Labuchidze failed to declare his real estate and business

Kakhaber Labuchidze, Chairman of the Tbilisi City Council Commission, did not disclose his real estate and salary in the 2024 asset declaration.

Violation NI: Labuchidze owns two pieces of real estate, both of which he failed to indicate in the declaration:

  1. Tbilisi, Sulkhan Tsintsadze Street - 115.58 sq.m apartment.
  2. Borjomi Municipality, Bakuriani Township, Didveli - 36.40 sq.m apartment.

Additionally, Labuchidze had not declared this real estate in 2023 either.

Violation II: Labuchidze also failed to declare his salary received during his tenure as Chairman of the Tbilisi Sakrebulo commission.

According to the law on the fight against corruption of Georgia, Kakhaber Labuchidze, as the Chairman of the Tbilisi City Council Commission, is obliged to fully reflect this information in his asset declaration.

It is noteworthy that in 2022, the Civil Service Bureau fined Kakhaber Labuchidze for incomplete filling of the declaration. The Bureau listed the following violations:

  1. Failure to present the bank account of a public official's family member.
  2. Error in the bank account details of a public official's family member.
  3. The bank account of a public official's family member was not indicated in the declaration.
  4. Error in the salary of a public official's family member.
  5. Failure to present the loan agreement and schedule of a public official's family member.
  6. The declaration does not indicate disposable income, the amount of which exceeds 3,000 GEL.
  7. The declaration does not indicate a one-time withdrawal, the amount of which exceeds 5,000 GEL

According to the law of Georgia on fight against corruption, Kakhaber Labuchidze, as a Chairman of the Tbilisi City Council Commission, is obliged to disclose full information in his asset declaration.

Transparency International Georgia calls on the Anti-Corruption Bureau to study the violations revealed in the asset declaration of Kakhaber Labuchidze and respond appropriately in accordance with Georgian law.
