Member of the National Communications Commission, Natia Kukuladze, failed to disclose her income, 5 real estate properties and her husband's business

11 July, 2023

Over the past two years, Natia Kukuladze, a member of the National Communications Commission of Georgia, failed to disclose her salary, 5 pieces of real estate and her husband’s business.

Violation #1

Kukuladze and her husband, Otar Lortkipanidze, are in possession of 5 undeclared real estate properties:

1. Apartment in Tbilisi, Tamarashvili Street - 124.75 m2

2. Parking lot in Tbilisi, Tamarashvili Street - 15.05 m2

3. Apartment in Tbilisi, Kazbegi Street - 117.04 m2

4. Basement in Tbilisi, Kazbegi Street - 12.88 m2

5. Apartment in Tbilisi, Sakandelidze Street - 68.90 m2

Violation #2

Kukuladze neglects to reveal three companies associated with his spouse, where Lortkipanidze serves as a director and/or shareholder:

1. LLC Atrium - Director

2. JSC Mukhiani Residence - Director and holds a 100% share.

3. LLC Lilo Project - Director and holds a 25% share.

Violation #3

Kukuladze conceals the income she receives as a member of the National Communications Commission, which is known to be one of the most lucrative positions in the country. Based on the 2020 property declarations, the average monthly income of commission members surpasses 15,000 GEL.

As a public official, Kukuladze is required to disclose all relevant information in her declaration.

Transparency International Georgia calls on the Civil Service Bureau to look into Kukuladze’s asset declaration and respond to violations in accordance with the law.

Update: After the publication of the above material, Natia Kukuladze stated that the violations were a surprise for her, so she appealed to the Public Service Bureau, which identified a "technical misunderstanding". Her declaration has already been amended.

Firstly, we welcome Ms. Kukuladze's prompt reaction and hope that she will continue to fulfill her obligation to fully declare assets in the future.

We call on the Public Service Bureau to eliminate the circumstance/s that cause such "technical misunderstandings" as soon as possible.
