Who are the mayoral and parliamentary membership candidates and what property do they own?

On 19 May 2019, extraordinary mayoral elections will be held in Zugdidi, Khulo, Marneuli, Zestaponi, and Chiatura and a parliamentary by-election will be held in the Mtatsminda District of Tbilisi. In five municipalities, the total of 71 candidates representing parties as well as independent ones are running for mayoral office, including 15 in Zugdidi, Marneuli, and Zestaponi each and 13 in Khulo and Chiatura each. In the single-seat district of Mtatsminda, there are 20 registered candidates running in the single-seat district election.

Holding by-elections in Zugdidi and Marneuli was put on the agenda after the detention of their former mayors while in Chiatura, Khulo, and Zestaponi – due to their resignation.

In Mtatsminda District, the parliamentary by-elections had to be held due to the election of the former single-seat district MP, Salome Zurabishvili, to the post of the Georgian president.

The qualification, assets and shares in business of officials or candidates nominated for elections is an issue of great public interest. Correspondingly, Transparency International Georgia has compiled information about the mayoral and parliamentary election candidates.

Mayoral Candidates in Zugdidi

Giorgi Shengelia – Georgian Dream-Democratic Georgia

Work Experience

  • 2004-2008 – credit expert, Bank of Georgia;
  • 2008-2009 – Zugdidi Branch Manager, People’s Bank;
  • 2009-2010 – Zugdidi Branch Manager, Liberty Bank;
  • 2010-2011 – Head of Credit Group, Bank of Georgia Poti Branch;
  • 2011-2018 – Director of Zugdidi Service Centre, TBC Bank;
  • Since November 2018 – First Deputy Mayor of Zugdidi.

Assets

  • According to the asset declaration Giorgi Shengelia submitted in January 2019, his wife, Ksenia Bigvava, owns two land plots in Narazeni Village in the Zugdidi Municipality;
  • Shengelia owns a car, Toyota Camry Hybrid, for which he paid USD 6,000 in 2018;
  • Giorgi Shengelia also owns 54,875 units of Liberty Bank securities for which he paid GEL 3,018.

Sandra Roelofs – United National Movement – United Opposition

Work Experience

  • 1993 – worked at Columbia University in the United States, then – in a Dutch law firm;
  • 1996 – started working at the International Committee of the Red Cross in Georgia, then at the Consulate of the Kingdom of the Netherlands in Tbilisi;
  • 1998 – founded charity foundation Soko which supervises humanitarian projects funded by Dutch companies and private persons;
  • 1999-2003 – guest lecturer at Tbilisi State University;
  • 2007 – founded classical music radio station Muza.

Assets

  • According to the asset declaration submitted by Sandra Roelofs in 2016, she and her husband, former President Mikheil Saakashvili, own one flat in Tbilisi and two in the Kingdom of the Netherlands;
  • They also own four land plots in Kvareli and Mtskheta.

Gogita Bigvava – Christian-Democratic Movement

Work Experience

  • 2000-2003 – worked in Zugdidi Museum;
  • 2003–2005 – teacher at the 21st Century school;
  • Since 2005 – works as a public school teacher in Darcheli Village in the Zugdidi Municipality;
  • In the past, Gogita Bigvava was the head of the youth wing of the Christian-Democratic Movement;
  • In the 2012 parliamentary elections, he was a single-seat district candidate for the same party;
  • In 2014, he was a Burjanadze-United Opposition candidate running for the office of the head of Zugdidi Administration;
  • In 2016, he worked as the head of the United Democratic Movement Zugdidi organization.

Assets

Tengiz Jgushia – Independent Candidate

Work Experience

  • In 1992-1993, Tengiz Jgushia worked as a research fellow at the Academy of Sciences of Georgia;
  • During the same period, he was the vice president of the Georgian Young Economists’ Association;
  • 1993–1994 – aide to the president of the National Bank of Georgia;
  • 1995 – economic advisor for Economic Reforms Group of the Head of State Administration;
  • In the same year he became a member of Parliament of Georgia from the Citizens’ Union of Georgia party list;
  • In 1999, he became a member of Parliament of Georgia again, this time as a single-seat district; MP from the Georgian Revival election bloc, although he soon joined the Citizens’ Union of Georgia;
  • 2007-2008 – advisor to the general director of Madneuli, JSC;
  • 2010-2014 – regional sales manager for Elizi Group;
  • Since 2013 – leader of Samegrelos Khma (Voice of Samegrelo) civic movement.

In 2013, Tengiz Jgushia was detained. According to the disseminated reports, Jgushia shot at Merab Kvaraia, then deputy head of the Zugdidi Administration, from a firearm, although Kvaraia was not harmed. Jgushia was soon released on bail in the amount of GEL 2,000.

Davit Tordia – Independent Candidate

Malkhaz Lezhava (Union of Law Enforcement Veterans and Patriots of Georgia), Nani Khutsidze (Christian Conservatives), Lika Bukia (Free Georgia Movement), Davit Chiashvili (National-Democratic Party), Aleksi Noniadze (New Platform) and Sopio Kandelaki (Free Georgia) are also running for the mayoral office in Zugdidi but we have not been able to find any information about them.

Mayoral Candidates in Khulo

Vakhtang Beridze – Georgian Dream – Democratic Georgia

Work Experience

  • Since 1996, Vakhtang Beridze has held various positions at the Ministry of Internal Affairs of Georgia;
  • 2012-2017 – head of Khulo District Directorate of the Police Department of the Autonomous Republic of Achara of the Ministry of Internal Affairs;
  • 2017-2018 – Deputy Director of the Police Department of the Autonomous Republic of Achara of the Ministry of Internal Affairs;
  • July-October 2018 - head of Khulo District Directorate of the Police Department of the Autonomous Republic of Achara of the Ministry of Internal Affairs;
  • Since October 2018 – First Deputy Mayor/Acting Mayor of the Khulo Municipality.

It is noteworthy that former Khulo Mayor Gocha Meladze appointed Vakhtang Beridze the first deputy mayor one day before resigning. Beridze himself resigned from the post of the Khulo District Directorate of the Police one day before being appointed the deputy mayor.

Irakli Jorbenadze – United National Movement – United Opposition

Work Experience

  • Since 2014, Irakli Jorbenadze has been a member of the Khulo Council;
  • Currently, he holds the position of the chairman of the United National Movement Faction in the Council.

According to the asset declaration submitted by Irakli Jorbenadze in January 2019, he and his family members:

  • Own a flat in Batumi. A residential property, non-residential and commercial properties as well as three land plots in Khulo;
  • Irakli Jorbenadze indicated in his declaration that he is the owner of 100 percent of shares and the director of Kavkasia-2013, LLC. This puts him in violation of the requirements of the Law on the Conflict of Interests and Corruption which an official must resign from a directorial position at an enterprise and transfer the shares in his or her ownership to another person by proxy.

Zurab Jorbenadze – candidate of the Citizens’ Political Association Georgia

Zaur Dargali – Georgian Dream – Democratic Georgia

  • In 2009, Zaur Dargali was a member of Marneuli’s Youth Council;
  • 2007-2010 – Member of the Marneuli Youth Camp;
  • 2010-2011 – Mentor and Trainer of the Marneuli Youth Camp;
  • 2008-2011 – Programme Manager at Marneuli Youth Centre;
  • 2011-2013 – worked as Deputy Coordinator at the Marneuli Centre for Civic Engagement;
  • Since 2013 – head of the youth organisation of the Marneuli District Headquarters of Georgian Dream;
  • 2014 – representative of the State Minister for Reconciliation and Civic Equality of Georgia in the region of Kvemo Kartli;
  • Since 2017 – holds the position of the Deputy State Representative in Kvemo Kartli.

According to the declaration submitted by Zaur Dargali in July 2018, he owns:

  • Automobile Mercedes-Benz GL 450 which he purchased for GEL 60,000 in 2017.

He did not indicate in his declaration that his wife, Rena Nurmamedova, owns a homestead land plot (625 sq. m) in Marneuli. Zaur Dargali did not indicate this information in his previous declaration either – Transparency International Georgia published information about this in July 2018. Zaur Dargali is one of the officials who were fined by the Civil Service Bureau for submitting incomplete declarations.

Akmamed (Ahmed) Imamkuliev – European Georgia

Work Experience

  • In 2002-2004, Akmamed Imamkuliev worked as the Chief Specialist at the Local Duties Department at the Marneuli District Administration;
  • In 2004-2005, he worked as a credit expert in Procredit Bank;
  • In 2010-2011 – worked in the Monitoring Service of the Marneuli Municipality;
  • In 2014-2017, he was the chairman of the Marneuli District organisation of the United National Movement party;
  • In 2017, he became a member of the Political Council of the European Georgia party and chairman of the district organisation; in 2017, he ran for the office of the mayor of Marneuli, where he came second receiving 19.14 percent of the votes;
  • In 2018, he became the chairman of the European Georgia – Movement for Freedom faction in the Marneuli Council; currently, he is a member of the Council.

Giorgi Goglichidze – Georgian Dream – Democratic Georgia

Work Experience

  • 1995-1999 – Specialist at the Labour Faction Staff in Parliament of Georgia;
  • 1999-2006 – Deputy Secretary for Organisational Issues, Labour Party of Georgia;
  •  2006-2010 – Zestaponi Council Member.

In 2008, he was detained on the charges of document forgery; after the 1 October 2012 parliamentary elections, he was put on the list of persons convicted on political grounds; in November 2012, he was acquitted by the Court of Appeals and was released from prison as a result.

Giorgi Goglichidze participated in the 2017 local government elections, running for the office of the mayor as an independent candidate; after losing the elections, he staged protest rallies against incumbent Mayor Kakhaber Makhatadze, accusing him of engaging in corrupt deals.
