On August 19, 2012 Channel 9 broadcasted a documentary - National Donors and Blindfolded Themis. According to the documentary, 27 individuals who have made donations in favor of the ruling party are registered in the socially vulnerable persons’ database demanding Gel 30 per month from the state. The abovementioned persons have made 651,440 GEL worth donations in total.

In addition to that seven persons who have donated 283,956 GEL in favor of the ruling party have their property seized and sealed up by the state.

This and other facts shown in the documentary suggest that there is a possibility that some of the donations are unlawful which constitutes a violation of the Law of Georgia on the Political Unions of Citizens.

In particular, the following provisions may have been violated:

• Article 26¹(4) which provides that any conduct aiming to circumvent the requirement of the law are prohibited;
• Article 27(6) which provides that making donations with the help of third persons or any other violation of the requirements established by the law constitutes and administrative offence.

We refer to the State Audit Office to start inquiry on the facts presented in the documentary and react respectively.
