Municipal officials’ undeclared links with businesses in Martvili, Mestia Poti and Khobi
Transparency International Georgia would like to present information about the officials of Martvili, Mestia, Poti and Khobi Municipalities who submitted incomplete asset declarations, failed to indicate their own and/or their family members’ participation in commercial activities and, in addition, are involved in activities incompatible with their office.
Within the framework of the research, over 100 declarations were studied. It was discovered that seven of these declarations were incomplete and there were three cases of incompatibility with office, which should become subject of interest on the part of the Civil Service Bureau.
Transparency International Georgia regularly publishes reports about incomplete asset declarations submitted by officials, which represents a violation of the law and, at the same time, involves the risk of corruption.
Aleksandre Grigalava – Mayor of Martvili
In the declaration submitted in October 2017, Aleksandre Grigalava failed to indicate that his son, Lasha Grigalava, owns shares and is the director of the following companies:
- Lagi Group, LLC – owner of 50 percent of shares and director
- Geomart, LLC – owner of 33.3 percent of shares
- Lagi Capital, LLC – owner of 25 percent of shares
- Didi Megobroba, LLC – owner of 11.5 percent of shares
Zaal Gorozia – Chairman of the United National Movement faction at Martvili City Council
Zaur Chartolani – Deputy Chairman of Mestia City Council
In the declaration submitted on 5 September 2017, Zaur Chartolani failed to indicate that he owns 12.5 percent of shares of Tourist Mountain Climbers’ Club Mtis Legenda, LLC and is a director of cooperative RK Spadriani.
Davit Ratiani – Head of Economic Development, Statistics and Property Management Service of Mestia Mayor’s Office
In the declaration submitted in September 2017, Davit Ratiani failed to indicate that his son, Davit Ratiani, owns 50 percent of shares of Like Tour Georgia, LLC and is a director of Standard Group Georgia, LLC
Teimuraz Naveriani – Head of Financial Service of Mestia Mayor’s Office
It is noteworthy that after submitting his declaration, Teimuraz Naveriani, as of 22 September 2017, became the owner of 34 percent of shares and a director of Finansisti, LLC, which violates the provisions of the Law on Conflict of Interest and Corruption in Public Institutions, according to which officials are not allowed to lead entrepreneurial institutions.
Maia Makalatia – Head of Health, Social Protection, Veterans, Refugees, Gender Equality and Employment Service at Poti Mayor’s Office
Zviad Bukia – Head of Administrative Service of Khobi Mayor’s Office
Checking asset declarations of officials is one of the most important tools of combating corruption. Correspondingly, Transparency International Georgia calls on the Public Service Bureau to start monitoring the asset declarations of the persons mentioned in the study based on the presented information.
