Fifteen individuals with links to the Adigeni City Hall receive more than GEL 2 million from the procurements of the Adigeni Municipality

Family members and relatives of up to 10 employees of the Adigeni self-government body have received GEL 2,189,863 from the public procurements of the Adigeni Municipality in the years 2017-2025, GEL 1,713,942 (78.2%) of which was obtained from direct procurements and tenders won without competition. There were cases when a brother accepted the works performed by a brother without indicating the conflict of interest. 

Adigeni is a municipality with a small budget. Its own revenues increased from GEL 9 million to GEL 20 million in the years 2021-2025. The Adigeni Municipality distributes small amounts to 15 individuals connected with its employees, mainly through direct procurements and tenders won without competition.  

A business partner of the son of the Mayor, Gocha Kimadze – GEL 105,919 

On May 25, 2023, Revaz Atanelishvili gifted ownership of Eleven Construction LLC to Giorgi Kimadze, the son of Gocha Kimadze, the Mayor of Adigeni, and appointed him as the company’s director. However, prior to that, in October 2022 and March 2023, this company had won two tenders announced by the Adigeni City Hall (with a total value of GEL 71,400) for purchasing trucks and tipper trucks. In spite of the fact that the company was not yet the property of the Mayor’s son, Giorgi Kimadze is mentioned in the company’s documentation. According to the tendering documents of 2022, he is an authorized representative of Revaz Atanelishvili. 

On October 2, 2024, Giorgi Kimadze appointed Davit Mikautadze as the director of Eleven Construction LLC. Since then, Davit Mikautadze, as an individual entrepreneur, has received 4 direct procurement contracts worth GEL 34,519 from the Adigeni City Hall.  

Davit Mikautadze has received 23 direct procurement contracts in total – with a total value of GEL 107,582 – in the years 2023-2025, all from the Adigeni City Hall or its legal entities.   

The spouse of a cousin of the Mayor, Gocha Kimadze – GEL 261,690 

Zurab Kurtsikidze, a resident of the village of Lelovani, Adigeni Municipality, was registered as an entrepreneur in April 2024. Zurab Kurtsikidze’s spouse, Nino Kimadze, is a cousin of the Mayor of the Adigeni Municipality, Gocha Kimadze, and of Jemal Kimadze, who was appointed as the Mayor’s Representative to the village of Bulajuri in 2021 (all the three are children of brothers).

Within seven months of Zurab Kurtsikidze’s registration as an individual entrepreneur, from June through December 2024, the Mayor of the Adigeni Municipality, Gocha Kimadze, awarded 12 public procurement contracts for construction work to Zurab Kurtsikidze, and Kurtsikidze received GEL 261,690 in total. Of this amount, he received GEL 33,415 from 2 tenders and GEL 228,275 – from 10 direct procurements.  

Member of the City Council from the Georgian Dream, Jaba Khozrevanidze, and his aunt – GEL 197,114 

Jaba Khozrevanidze is a member of the City Council of Adigeni from the Georgian Dream who represents the Zanavi community. From the time he became a member up to 2024, he received 9 public procurement contracts totalling GEL 57,791 for providing transportation services to the pre-school education institutions in the Adigeni municipality. He received this amount through tenders won without competition (7 tenders totalling GEL 57,109) and direct procurements.   

In 2021, Meri Baramidze was registered as an entrepreneur in Zanavi. She is the spouse of Jaba Khozrevanidze’s uncle, Tamaz Khozrevanidze. In 2021-2024, Meri Baramidze was awarded 11 direct procurement contracts, with a total value of GEL 139,323, for the performance of various construction work in Zanavi and the Zanavi Community. 

The uncle and mother-in-law of Shota Kulijanishvili, the Mayor’s Representative to Ude – GEL 476,017

Shota Kulijanishvili was appointed as the Mayor’s Representative to the village of Ude, Adigeni Municipality, in 2022. In the same year, his uncle (mother’s brother), Pridon Tatoshvili, was registered as an individual entrepreneur. In the years 2022-2024, Tatoshvili received GEL 368,153 from 19 public procurements of the Adigeni City Hall. Of this amount, he received GEL 316,294 (85.9%) through direct procurements. 

In August 2023, Shota Kulijanishvili’s mother-in-law, Nanuli Apriamashvili, was also registered as an entrepreneur. In the years 2023-2024, she received GEL 107,864 from 5 public procurements of the Adigeni City Hall. Of this amount, GEL 69,834 (64.7%) was obtained through 4 direct procurements. 

In total, the uncle and mother-in-law of the Mayor’s Representative to Ude received GEL 476,017 in the years 2022-2024, including GEL 386,128 (81.1%) from direct procurements and tenders won without competition.  

The family of the sister of Aslan Beridze, the former Mayor’s Representative to Zedubani – GEL 492,021

The brother-in-law of Aslan Beridze (the husband of his sister, Makvala Nadiradze), the Mayor’s Representative to the village of Zedubani, Adigeni Municipality, in the years 2015-2022, Gela Nadiradze received GEL 149,155 in the years 2019-2024 from the procurements of the Adigeni City Hall. Of this amount, he received GEL 32,306 from 2 tenders won without competition in the years 2022-2024, and GEL 116,849 – from 11 direct procurements received in 2019-2023.   

Gela Nadiradze’s father, Vazha Nadiradze, was a member of the Adigeni Bureau of Giorgi Kopadze, a member of the 9th Parliament of Georgia from the Georgian Dream in the years 2016-2020 who represented Akhaltsikhe and Adigeni.

Vazha Nadiradze received GEL 375,172 from 21 procurements of the Adigeni City Hall in the years 2022-2025. Of this amount, he received GEL 166,604 (44.4%) through tenders won without competition and direct procurements.

In total, the Nadiradze family received GEL 492,021 from the Adigeni City Hall in the years 2019-2024, including GEL 283,453 (57.6%) through tenders won without competition and direct procurements.  

The son and brother of Nugzar Karkadze, the former Mayor’s Representative to Tsakhani – GEL 183,873

Nugzar Karkadze was the Mayor’s Representative to the village of Tsakhani, Adigeni Municipality, from 2014 to 2017. In 2017, he was in charge of the Georgian Dream campaign headquarters in Adigeni at the time of the local elections. His son, Guram Karkadze, was registered as an individual entrepreneur in 2016, and, in the years 2017-2024, received GEL 69,772 from a tender won without competition and 5 direct procurements awarded by the Adigeni City Hall, primarily for construction and installation works. 

Nugzar Karkadze’s brother, Elguja Karkadze, received GEL 114,101 from 10 public procurements of the Adigeni City Hall in the years 2018-2022. Of this amount, he received GEL 36,455 through 4 tenders won without competition, and the remaining amount – through 6 direct procurements. 

The family members of Nugzar Karkadze received a total of GEL 184,873 in 2017-2024. Of this amount, they received GEL 106,227 (57.4%) through tenders won without competition and direct procurements. 

The son of Badri Vashakmadze, a member of the City Council from the Georgian Dream – GEL 87,405 

Nugzar Vashakmadze, the son of Badri Vashakmadze, the Deputy Chairperson of the Georgian Dream – Democratic Georgia faction at the City Council of Adigeni, received GEL 87,405 from 9 public procurements of the Adigeni City Hall in the years 2022-2024. 

Nugzar Vashakmadze was registered as an entrepreneur on December 22, 2021, after his father became a member of the City Council of Adigeni from the ruling party. The Mayor of Adigeni, Gocha Kimadze, awarded him 8 direct procurement contracts worth GEL 79,405 for construction and installation works, along with 1 uncontested tender worth GEL 8,000. 

The brother of Vazha Gutashvili, the head of the Property Management Service – GEL 78,845 

The head of the Economic Development and Property Management Service of the Adigeni City Hall, Vazha Gutashvili, became a member of the Commission on Acceptance and Delivery at the Adigeni City Hall from October 2023. From this time up to 2024, his brother, Mamuka Gutashvili, received GEL 78,845 from 6 public procurements of the Adigeni City Hall. Of this amount, he received GEL 35,150 (44.4%) through 1 direct procurement and 1 tender won without competition.  

All the work performed by his brother (CMR240122328, NAT240008365, NAT240003212, NAT230017160, NAT230014529) was accepted by Vazha Gutashvili as a member of the Commission on Acceptance and Delivery. He indicates in the same acceptance-delivery acts that he does not have a conflict of interest with the supplier, in spite of the fact that, according to the Law on the Fight against Corruption, a brother is a close relative.  

The son of Avtandil Kachkachashvili, the former Deputy Governor – GEL 255,996

Avtandil Kachkachashvili was the Deputy Governor of Samtskhe-Javakheti in the years 2014-2015, and prior to that, he was in charge of the campaign headquarters of the Georgian Dream in Adigeni. Avtandil Kachkachashvili donated GEL 20,000 to the Georgian Dream in August 2021. TI Georgia wrote about possible corrupt public procurements related to his companies in 2020. 

In the years 2022-2025, the Mayor of Adigeni, Gocha Kimadze, awarded 9 public procurement contracts, with a total value of GEL 255,996, to Avtandil Kachkachashvili’s son, Goga Kachkachashvili. Of this amount, he received GEL 233,288 (91.1%) through tenders won without competition and direct procurements.

Viktor Minadze, the former Mayor’s Representative to Varkhani – GEL 50,983

Viktor Minadze served as the Mayor’s Representative to the village of Varkhani, Adigeni Municipality, from 2014 to 2020. In 2024, he received GEL 44,023 through 3 direct procurements of the Adigeni City Hall. And his spouse, Mtvarisa Minadze, received GEL 6,960 through 7 direct procurements of the Adigeni City Hall and its legal entities in the years 2018-2024. 

The uniform nature and the number of the aforementioned facts indicates that this is not mere coincidence. It seems that there is a political decision to allow employees of the municipality to line their pockets, as well as those of their relatives, with the state budget money and to get rich at the people’s expense.
