Mshenebeli 2012 LLC, a company owned by a donor of the Georgian Dream, Vakhtang Kapanadze, has received GEL 15,062,005  through 88 public procurements in the years 2012-2024. Of this, the company received GEL 10,873,153 (72.1%) through public tenders won without competition and by means of disqualification of other companies, as well as by direct procurements. During the same period, Vakhtang Kapanadze’s son, Nodar Kapanadze, held various positions in law enforcement agencies in the Samtskhe-Javakheti region. In addition, the business activities of Vakhtang Kapandze are connected with the family of Shalva Pkhikidze, a brother-in-law of Revaz Mumladze, the former head of security at Bidzina Ivanishvili’s residence in Bakuriani and former head of the Samtskhe-Javakheti Police Department. 

Mshenebeli 2012 LLC, whose full owner and director is Vakhtang Kapanadze, obtains public procurement contracts in Borjomi, mainly for the construction of roads and bridges, as well as for their maintenance. His son, Nodar Kapanadze, worked in various positions at the Investigation Service of the Ministry of Finance in the years 2009-2019; he was the deputy head and head of the Division of Samtskhe Javakheti. Later, he held the position of the head of Security Police in Borjomi. Currently, he works in his father’s limited liability company. 

Vakhtang Kapanadze’s Mshenebeli 2012 LLC has won 47 public tenders with a total value of GEL 14,282,979 since May 2013. Of these, he won 36 tenders without competition and by means of disqualification of other companies, receiving GEL 10,094,127 (70.6%) in total. It is noteworthy that in order to increase the amount, changes were made to the contracts concluded with the company six times, and an additional GEL 235,789 GEL was transferred to its account. Mshenebeli 2012 LLC received the remaining GEL 779,026 through direct procurements. 

The main contracting authorities of Mshenebeli 2012 LLC – with GEL 13,301,221 (88.3%) – are the Borjomi City Hall and its legal entities.

Vakhtang Kapanadze donated GEL 60,000 to the Georgian Dream in October 2016. And Mshenebeli 2012 LLC deposited GEL 15,000 on the party’s account in August 2021.

Vakhtang Kapanadze also owns stakes in two other companies, and in both of these companies his partner is Shalva Pkhikidze. Pkhikidze is a brother-in-law of Revaz Mumladze, the former head of security at Bidzina Ivanishvili’s residence in Bakuriani and, also, the former head of the Samtskhe-Javakheti Police Department. In the years 2015-2017, Shalva Pkhikidze was in charge of Karieri-2010 LLC, in which the largest stake (38%) is owned by Vakhtang Kapanadze, while in 2019, Vakhtang Kapanadze and Shalva Pkhikidze founded Mshenebeli 2019 LLC. Currently, Shalva Pkhikidze’s spouse, Shorena Pkhikidze, owns a 50% stake in this company, which he gave her as a gift. 

The Pkhikidzes are also involved in construction business. Their companies – Mshen-2014 LLC, Mshen-2008 LLC and Texas LLC – have received GEL 234,960 in total from 84 public procurements in the years 2016-2024. 

TI Georgia calls upon the Prosecutor’s Office and the Anti-Corruption Agency of the State Security Service to study the public procurements of Mshenebeli 2012 LLC and to find out whether there have been possible corrupt deals between the company and the procuring organizations.
