The Corruption Scheme of TIR PARKs: How Did 2 Million GEL Extracted from Trailer Drivers End Up in the "Georgian Dream" Treasury?

The current and former shareholders and directors of 8 licensed TIR PARKs arranged near customs checkpoints are representatives of "Georgian Dream" and persons connected to them. From 2014 to the present, they have donated a total of 1,991,000 GEL to "Georgian Dream" and the presidential candidate supported by the ruling party, Salome Zourabichvili. In total, there are 35 licensed TIR PARKs in Georgia, and they are arranged adjacent to 9 customs checkpoints: Sarpi, Kazbegi, Red Bridge, Sadakhlo (automobile), Lagodekhi, Guguti, Ninotsminda, Vale, and Kartsakhi:
- Sarpi Customs Checkpoint: Giorgi Chkonia, a member of the illegitimate parliament of Georgia and a large donor to "Georgian Dream," owns a 50% stake in "Figoil" LLC, a TIR PARK located at #2 Apsaros Highway in Batumi. Persons connected with "Figoil" LLC have donated 797,000 GEL to "Georgian Dream" and Salome Zourabichvili from 2014 to the present;
- Red Bridge Customs Checkpoint: The former shareholders of "TIR Park Marneuli 2014" LLC, a TIR PARK arranged in the village of Lezhbadini, Marneuli municipality, are Natia Khvistani—wife of Viktor Japaridze (founder of "People's Power" and the propaganda channel "POSTV," and member of the illegitimate parliament of Georgia)—and Otar Chartolani, a businessman close to their family. Both of them donated 208,000 GEL to "Georgian Dream" and Salome Zourabichvili between 2016 and 2018, when they owned shares in this company;
- Guguti and Sadakhlo Customs Checkpoints: The shareholders and managers of "Guguti Vertex" LLC and "Park Vertex" LLC, TIR PARKs arranged near the Guguti (in the village of Patara Dmanisi) and Sadakhlo automobile (in the village of Sadakhlo) checkpoints, are brothers Giorgi and Roman Abramishvili. They are businessmen close to the Mayor of Tbilisi, Kakha Kaladze, and the sanctioned former Minister of Internal Affairs, Vakhtang Gomelauri. From 2018 to the present, they have donated 774,000 GEL to "Georgian Dream" and Salome Zourabichvili;
- Lagodekhi Customs Checkpoint: The former owner of a 30% stake in "New Georgia" LLC, a TIR PARK arranged in the village of Matsimi, is Mindia Sabanadze, an active supporter of "Georgian Dream" and a businessman close to them. He donated 100,000 GEL to "Georgian Dream" in 2016-2017 while holding the 30% stake in this company.
Where are the TIR PARKs located?
By decision of the Government of Georgia, since 2014, in order to regulate queues and avoid delays near customs checkpoints, a truck, regardless of whether it is empty or loaded, is obliged to be placed in the parking lots located near the state borders (so-called TIR PARKs) before appearing at the customs checkpoint. These parks are licensed by the Revenue Service and are integrated into the electronic queue management system for motor vehicles. The service fee for these TIR PARKs is 80 GEL per trailer, in exchange for which drivers receive no services other than queue management. In the event of non-payment of this fee, truck drivers are prohibited from moving toward the state border and subsequently crossing it, a restriction that is constantly monitored by on-duty crews of the patrol police.
