29 December, 2025

Jaba Chkhitunidze, a resident of the village of Bolajuri in Adigeni, who in 2012, together with his brother, headed the Georgian Dream office in his village (and they also opened an office in their own house), first received up to 29 hectares of arable land from the state in the form of direct privatization, then the state financed the construction of a warehouse - 497,961 GEL, up to 70,000 GEL for planting - and four preferential agro-credits - 103,551 GEL. Finally, he also received state purchases of 15,033,529 GEL in the last two and a half years to supply law enforcement agencies with fruits and vegetables grown here.

In 2012, when representatives of the Georgian Dream party were unable to rent office space in the Adigeni municipality, the first office of the Georgian Dream was opened in the village of Bolajuri, in the house of brothers Jaba and Besik Chkhitunidze. Besik Chkhitunidze was also the head of the headquarters. Shortly after the Georgian Dream came to power, he took the position of head of the Samtskhe-Javakheti Regional Department of the Security Police of the Ministry of Internal Affairs, but he did not stay there for long. Since 2016, the brothers Jaba and Besik Chkhitunidze have become active in business. By 2023, they had founded 5 different companies.

In April 2019, Jaba Chkhitunidze leased 288,351 sq. m. of state-owned agricultural (arable) land in Bolajuri. In 2020, he established Agro Georgian Natural LLC in the same village, and this LLC soon received two preferential agro-credits from the state. The total co-financing specified in the agreements amounted to 62,601 GEL. In July 2022, he also established a warehouse here with 497,961 GEL received within the framework of the state agricultural program.

Two months before receiving this half-million-dollar agricultural loan, in May 2022, Jaba Chkhitunidze purchased an area of about 29 hectares leased from the state for 461,360 GEL through direct privatization, which led to protests by the local population in the village. The villagers protested the transfer of the plot to a private individual, stating that no one in the village had enough arable land, so the said plot should be distributed among the people. However, their protests were unsuccessful.

In 2023, Jaba Chkhitunidze, as an individual entrepreneur, received 69,999 GEL of funding from the state for the newly acquired plot of land for growing fruit trees on 7 hectares. Within the framework of the orchard component of the Rural Development Agency's program "Plant the Future", 47,332 GEL was transferred for growing apples on 4 hectares, 19,082 GEL for growing blueberries on 1 hectare, and 3,585 GEL for growing raspberries on 2 hectares. In addition, in the same year, his company "Agro Georgian Natural" received two more preferential agrocredits. The total co-financing specified in the agreements amounted to 40,950 GEL.

Starting in 2023, Jaba Chkhitunidze began supplying law enforcement agencies with fruits and vegetables grown on this land.

In 2024-2025, Agro Georgian Natural LLC won 2 consolidated tenders of the State Procurement Agency for a total of 7,058,223 GEL without competition. However, as it is clear from the documents confirming the experience uploaded by Jaba Chkhitunidze in the aforementioned tenders, in 2023-2024, the Ministry of Defense of Georgia's State Food Supply LLC signed 3 special agreements with Agro Georgian Natural LLC, owned by Jaba Chkhitunidze, for fruits and vegetables, for a total of 7,926,880 GEL.

In 2023-2024, Jaba Chkhitunidze's company also received 3 direct purchases worth 48,429 GEL from the State Food Supply LLC.

In total, Jaba Chkhitunidze received 15,033,529 GEL from 8 state procurements for supplying law enforcement agencies with fruits and vegetables. In 2020-2023, a total of 671,511 GEL was transferred from 8 projects within the framework of the agricultural program. In 2020-2025, Jaba Chkhitunidze received a total of 15,705,040 GEL from the state.
