Corruption Has Infiltrated the Digital World
15 September, 2026

Andro Meskhoradze's IT company "Geosoft" takes 660,000 GEL from the state budget without facing a single competitor in tenders.
It seems corruption has changed its shape and is now hiding behind modern technology companies.
Here is what the facts reveal about Andro Meskhoradze's company:
- The fastest transaction: On July 20, 2026, "Geosoft" signed a 21,120 GEL contract with the National Agency for Cultural Heritage Preservation. The very next day, on July 21, the company's owner, Andro Meskhoradze, donated 50,000 GEL to "Georgian Dream".
- Zero competition: Since 2022, LLC "Geosoft" has won 11 state tenders with a total value of 660,000 GEL. In all eleven cases, the company was the sole bidder on the market. Not a single competitor, not a single alternative.
- Copied tenders: The procurements by the Public Broadcaster are also highly suspicious. In June 2026, the broadcaster signed a 92,539 GEL contract with the company. The exact same buyer, for the exact same amount (92,539 GEL), awarded a tender to the company completely without competition in June 2025 as well.
- A constant donor: Andro Meskhoradze's loyalty is not limited to just one transfer. Since 2016, he has donated a total of 108,000 GEL to "Georgian Dream".
Behind the modern facade, an old, well-known scheme is at work. A businessman finances the ruling party, and in return, state agencies (Tbilservice Group, Municipal Development Fund, Public Broadcaster) hand him tenders without any competition.
