Koruldi LLC, a company of Davit Chartolani, an associate of Viktor Japaridze’s family, secured tenders totalling GEL 16,856,815 from the Mestia City Hall in the years 2021-2024. Of this amount, 70% (GEL 11,770,538) was secured last year alone. Koruldi has also obtained a simplified procurement contract worth GEL 67,069. In the past, Davit Chartolani served as the Deputy Head of the Municipal Administration of Bolnisi, and was in charge of the election campaign headquarters of the Georgian Dream in Bolnisi in 2012. 

Davit Chartolani owns 100% of the company and serves as its director. Koruldi LLC was registered in 2020. It has taken part in 11 tenders announced by the Mestia City Hall and won 10 of them. In 8 of the 10 tenders won, Koruldi LLC had no competitors, while it won the remaining 2 tenders through disqualification of competitors. 

In 9 of the 10 cases, Koruldi LLC’s bid coincided with the estimated value of the works set by the City Hall. And in the one case where the company offered a small discount, Koruldi won the tender after competitors were disqualified.  

It is noteworthy that Davit Chartolani, together with Otar Chartolani – a donor of the Georgian Dream party and a business partner of Viktor Japaridze, a member of the parliamentary majority – co-owns another company named Koruldi LLC, and is also a business partner of Viktor Japaridze’s son, Otar Japaridze, in Quality Construction 2023.

The circumstances mentioned above give rise to a reasonable doubt that the Mestia City Hall and the company make pre-arranged deals with each other. Therefore, there are high risks of artificial restriction of competition in the procurement process of the Mestia Municipality. And these systemic problems call for an impartial and objective investigation.
