The companies of Khachik Mosoyan, a former high-ranking police official in Akhalkalaki, and the donor of the Georgian Dream party, received 2,687,008 GEL via 49 public procurements in the years 2014-2022. 1,928,488 GEL (71.7%) was obtained from Akhalkalaki City Hall, where the brother of his daughter-in-law served as the head of Legal Service for 6 Years.

Khachik Mosoyan was the head of the Akhalkalaki regional unit within the main regional division in Samthkhe-Javakheti Police Department in  2013-2014 and the deputy head of the district inspectors division in 2018-2019. Since Khachik Mosoyan's appointment to the position until now, his companies, "Vem" LLC and "Gold 777" LLC, have been receiving state procurements.

Eranuh Aleksanyan, the daughter-in-law of Khachik Mosoyan, established "Vem" LLC in May 2014. The company began acquiring government contracts from Akhalkalaki City Hall, where her brother, Khachatur Aleksanyan, initially served as a specialist in the legal department and later became its head in  2015-2021. The family of Khachik Mosoyan owned the “Vem” LLC until 2019. At different times Khachik Mosoyan himself and his son, Vard Mosoyan served as the owners and directors of the company.

Between 2014 and 2018, "Vem" LLC obtained a sum of 1,324,297 GEL through 23 government contracts. Out of this amount, Akhalkalaki City Hall entered into contracts worth 1,144,874 GEL (86.4%) with the company, spanning across 18 of those purchases. Additionally, "Vem" LLC secured an extra 497,957 GEL (37.6%) through non-competitive tenders, disqualification of competitors, and direct purchases.

In January 2019, the family decided to sell the company soon after Vard Mosoyan, office manager of Akhalkalaki United Water Supply, was arrested. His arrest was connected to the tender of Akhalkalaki City Hall won by "Vem" LLC in 2014, which granted the company 75,000 GEL to rehabilitate the water supply systems in four villages. In 2018, he was convicted of embezzlement and making and using forged documents. According to the investigation, the company registered in the name of Vard Mosoyan's wife, Eranuh Aleksanyan, carried out the works with the equipment and labor of the Akhalkalaki Water Supply Company.

After selling the “Vem” LLC, In April 2019, Khachik Mosoyan founded “Gold 777” LLC. Until now, the company received 1,362,711 GEL via 26 purchases. Out of 26 purchases, on 15 occasions contracts were signed with Akhalkalaki City Hall worth a total of 783,614 GEL which represents 57.5 %. Additionally,  the company secured an extra 655,632 GEL (48.1%) through non-competitive tenders, disqualification of competitors, and direct purchases.

In total, both companies of the former high-ranking police official received 1,153,589 GEL (42.9% of the total amount received) through non-competitive tenders and direct purchases.

On August 12, 2021, Khachik Mosoyan donated 5,000 GEL to the ruling party.

Transparency International Georgia calls on the Anti-corruption Agency of the State Security Service to examine the state procurement contracts signed between "Vemi" LLC and "Gold 777" LLC with Akhalkalaki Municipality and find out whether there were possible corrupt transactions in place.
