Election process assessment (07:00-20:00)

At this point, from our observation, we can say that the 2016 election is going peacefully. The only exception was district 48 in Marneuli, where supporters of different political parties were mobilized on the district. They raided the polling station. The law enforcement agencies reacted on time and they managed to defuse the situation. However, there is a suspicion that the repetition of such kind of incident is expected in Marneuli PEC.

 

For this moment, there are up to 80 insignificant and relatively serious violations. Throughout the day, we filed 10 complaints. After 7 pm, there are several relatively serious violations:

 

Dispute and fight at the PEC- 2 cases:

·  Sagarejo, district – 38, precinct – 23.11

·  Zugdidi, district - 18, precinct – 65.67

 

Members of the United National Movement didn’t participate in the ballot box draw process – 13 cases:

·  Both precincts of Zugdidi

·  Nadzaladevi, district - 40, precinct - 17.18

·  Batumi, district – 4, precinct – 68.79

·  Chkhorotsku, district – 27, precinct – 67.69

·  Sagarejo, district – 36, precinct – 23.11

·  Gurjaani, district 30, precinct – 24.12გ

·  Akhaltsikhe, district – 35, precinct – 44.37

·  Poti, district – 34, 19, 26, 17; precinct – 61.70

 

Not allowing our observers on the polling stations – 4 cases:

·  Gori, district – 22, precinct – 41.32

·  Batumi, district – 8, precinct – 69.73

·  Krtsanisi, district – 18, precinct – 7.04

·  Kutaisi,district – 55, precinct – 49.48

 

More than two representatives from the same party at the same districts – 4 cases:

·  Akhaltsikhe, district – 1, precinct – 44.37

·  Bolnisi, district – 61, precinct - 33

·  Akhalkalaki, district – 3, precinct – 46.40

·  Batumi, district – 8, precinct - 69

 

Polling stations were opened with a delay – 3 cases:

·  Kobuleti, district 29, precinct - 71

·  Zugdidi, district 18, precinct – 65.67

·  Nadzaladevi, district – 24, precinct – 17.09

 

Voting with expired ID cards or passports – 2 cases:

·  Rustavi, district – 30, precinct 30.20

·  Marneuli, district – 72, precinct – 35.22

 

Using two envelopes for one ballot paper – 2 cases :

·  Batumi, district – 8, precinct – 69

·  Qareli, district – 36, precinct – 40.33

 

There were many cases of the low qualifications of the members of the commission, significantly:

·  Sagarejo, district – 38, 39, 44, 48, precinct- 23.11

·  Akhalkalaki, district – 3, precinct – 46.40

·  Ninotsminda, district – 2, precinct – 46.61

 

Voting without marking – 1 case:

·  Qareli, district – 23, precinct – 40.33

 

Preventing journalists from their activities – 1 case:

·  Isani, district 23, precinct – 10.05 (the journalist of deutsche welle was not allowed to take pictures or a video, and they didn’t accept the complaint)  

 

 

More than one person in the polling cabin – 2 cases:

·  Ninotsminda, district – 2, precinct – 46.41

·  Qareli, district – 13, precinct 40.33

 

There were number of Dusheti precinct majoritarian ballot papers in Lagodekhi:

·  Lagodekhi, district – 4, precinct 26.15


 

Other violations:

 

·  Vani, Samtredia, district 10, precinct 55 – registrar signed ballot papers and sealed them in advance.

·  Khoni, district – 10, 16, 26, 28, precinct 54.55 - act of delivery and receipt didn’t match the seals numbers. According to the information that we received, the same problem existed in every Khoni precinct.

·  Marneuli, district 11- flow organizer didn’t check several ID cards, however this problem was eradicated after the complaint.

·  Bolnisi, district 40, precinct 33.23 – the flow was not organized, there was dispute at the polling station

·  Gori, district 50, precinct 42.32 - registrar draw process was not conducted in a correct manner.

·  Zugdidi, district 31, precinct 65.67 - the commission did not count the number of issued ballots and demonstration act was not filled out.

·  Khelvachauri, district 24, precinct 72.83 – polling station is not adapted to the disabled people. One of the disabled person couldn’t manage to go in the polling station without helping by other voters.  

 

Final assessments will be provided on October 9 at 12:00. Additional statements will be made upon necessity.
