Company of the Director of the Akhalkalaki Municipal NNLE Wins Local Tenders

Martin Gabrieliani, who has held various public positions in Akhalkalaki Municipality since 2013, receives state procurements. Since August 2019, his company Megobroba-5 LLC has received 36 public procurements and signed contracts for 1,390,861 GEL. Whence, his company received 667,186 GEL (47.9%) from the Akhalkalaki budget through 21 procurements.

In 2013-2014, Martian Gabrieliani was the third Deputy Head of the Municipal Administration of Akhalkalaki. He was the Chairman of the Free Democrats Faction in the Akhalkalaki Municipal Assembly from 2014-2017. He founded Megobroba-5 LLC in 2018 September, after the expiration of his term in the Akhalkalaki Municipal Assembly. Gabrieliani is the owner and director of the company. The company has been participating in state procurements since the spring of 2019. From 1 September to 31 December 2020, in addition to his business activities, Gabrieliani also served as the Mayor's representative in the village of Diliska Since 1 April 2021, he has been the Director of the NNLE Indoor Swimming Pool of Akhalkalaki Municipality.

Megobroba-5 LLC won 29 tenders worth 1 095 796 GEL for the construction and repair of public schools in Akhalkalaki along with the City Halls of Akhalkalaki and Ninotsminda Municipalities from May 2019 to 2022. Including, 14 tenders for 372,121 GEL (33.95%) - in Akhalkalaki Municipality. The company won 10 tenders worth 271,242 GEL (72.8%) in Akhalkalaki without competition and disqualifying other companies.

It is worth noting that Gabrieliani’s company received all direct procurements exclusively from the Akhalkalaki City Hall. In 2019-2020, Megobroba-5 LLC received 295,065 GEL through 7 simplified procurements. On September 1, 2020, the Akhalkalaki Municipality Mayor Yurik Unanian signed the last direct procurement contract with Martin Gabrieliani for the rehabilitation of the public school in the village of Diliska amounting to 69,889 GEL. On the very same day, the Mayor appointed Gabrieliani as a representative of the same village.

Gabrieliani’s company received 839,271 GEL from 16 state procurements, including 240,568 GEL from the Akhalkalaki budget for 7 procurements after he was appointed as the Mayor’s representative for Diliska first, and then as the director of the NNLE Akhalkalaki Indoor Swimming Pool.

Transparency International Georgia calls on the Anti-Corruption Agency of the State Security Service to examine state procurements of Megobroba-5 LLC and establish whether there were possible corrupt deals between it and the procuring organizations.
