Response to Ivanishvili-Kuprashvili Anti-Corruption Bureau

22 August, 2025

On August 21, 2025, Transparency International Georgia sent a response by post to the Ivanishvili–Kuprashvili Anti-Corruption Bureau.

Our response to the question of why we did not register in accordance with the requirements of the so-called FARA law is as follows:

  • Neither the American FARA nor its Georgian counterpart applies to civil society organizations; therefore, this law does not concern us.
  • The government claims that the so-called “Georgian FARA” is analogous to the American one. However, Transparency International U.S. is not registered under the American FARA.
  • The actions taken against our organization by Ivanishvili/Kuprashvili’s head of the Anti-Corruption Bureau are unlawful. He has granted himself powers that are not provided for by law.
  • For more than 25 years, Transparency International Georgia has been exposing corrupt officials and combating corruption, monitoring elections and uncovering violations, providing free legal aid to thousands of citizens, assisting Georgians with land registration, supporting hundreds of unlawfully dismissed public servants, strengthening state institutions and reforms, defending the rights of media representatives, developing public service capacities, and advancing Georgia’s Euro-Atlantic integration. All of this is primarily in the interests of the citizens of Georgia and in full accordance with the Constitution and laws of the country.
  • The main objective of the actions by Ivanishvili/Kuprashvili’s Bureau is the persecution of Georgian civil society and the establishment of a Russian-style kleptocratic system of governance in Georgia.
