This study describes the audit reports, prepared by the State Audit Office in 2013-2015. These reports identified some criminal actions. The State Audit Office provided the reports and its findings to the law enforcement agencies for further action. Our study provides statistical evidence regarding the cases that were so sent to the law enforcement agencies for investigation and the actions  (or non-actions) undertaken by the agencies in response. It also describes some of the interesting cases in more detail.

This report is entirely based on materials provided by the State Audit Office, including in the segment regarding the actions of the Prosecutor’s Office. The Prosecutor’s Office did not provide us with information on its actions in response to the State Audit Office report, despite requests for information. Their response included only the number of case referrals from the State Audit Office to the Prosecutor’s Office.
