The President’s Proposal creates an opportunity to overcome the constitutional deadlock
The President of Georgia proposed the government to agree on four issues regarding the constitutional amendments: repeal bonus system for allocation of parliamentary mandates; allow electoral blocks; switch to purely proportional election system in 2020, indirect election of the President only after establishment of a bicameral parliament.
We believe the President’s proposal is a reasonable compromise and creates an opportunity to overcome the constitutional deadlock created in the recent months. The proposed issues are mainly concentrated on electoral system, coinciding with the opinion of civil society.
We call upon the ruling party to carefully review the presidential proposal and demonstrate political will to achieve political agreement pursuant to the recommendations of the Venice Commission. This is crucially important for democratic development of the country.
