Transparency International Georgia expresses its concern about video footage which emerged on the internet on September 18, 2012, which shows prisoners being tortured.
From the footage it is clear that some Georgian as well as international norms have been violated, including:
-
Articles 1441-1443 of the Criminal Code of Georgia.
-
Article 17 of the Constitution of Georgia.
-
Article 3 of the European Convention on Human Rights.
-
Article 7 of the International Covenant on Civil and Political Rights.
-
The UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment adopted on December 10, 1984 (CAT).
Transparency International Georgia demands a full investigation of the incidents shown in the footage, and calls for the strict and appropriate punishment of all offenders.
