Political Party Donations in July-August 2025

In July and August 2025, all parties collectively received donations amounting to 4,877,977 GEL, of which 73% - 3,553,326 GEL - went to the "Georgian Dream" party. The potential involvement of major donors to "Georgian Dream" in systemic corruption continues to raise legitimate questions – companies associated with them have won tenders worth nearly one billion GEL (997 million) since 2016.

  • All parties received a total of 4.9 million GEL in donations.
  • "Georgian Dream" received 3.6 million GEL in donations, which constitutes 73% of all donations received by all parties.
  • Companies connected to "Georgian Dream" donors have won state tenders worth 273 million GEL since 2024, and tenders worth 997 million GEL since 2016.
  • Companies connected to "Georgian Dream" donors have received simplified procurement contracts worth up to 1.4 million GEL since 2024, and 15 million GEL since 2016.
  • Since 2016, companies connected to opposition party donors have won tenders worth 247,000 GEL and received simplified procurement contracts worth 586,000 GEL.
  • Nineteen companies connected to "Georgian Dream" donors received over 8 million GEL in budget subsidies between 2016-2024.
  • During the same period, no company connected to donors of the opposition party received any budget subsidies.

 

Donation Statistics

From July 1 to August 31, 2025, all parties received a total of 4,877,977 GEL[1] in donations. Traditionally, the largest share, 3,553,326 GEL (73%), went to the "Georgian Dream" party. "Lelo" and "For Georgia" ranked second and third (see chart).

Analysis of Georgian Dream's Donors

In July and August 2025, 106 individuals donated 3,553,326 GEL to "Georgian Dream". In total, these donors have contributed over 8 million GEL to the party.[2] During the reporting period, companies connected to "Georgian Dream" donors have won tenders worth 997 million GEL since 2016, of which 273 million GEL was in 2024-2025.[3] (See the table below for detailed information on the top ten largest tender-winning companies connected to donors.)

In addition to tenders, companies connected to "Georgian Dream" donors have received direct procurement contracts worth 14.9 million GEL since 2016, with 1.4 million GEL of that in 2024-2025.

Besides state procurement, companies connected to donors have also received various budget subsidies. In total, during the reporting period, 19 companies linked to "Georgian Dream" donors had received such subsidies amounting to 8.2 million GEL. See the table below for a list of companies financed within the framework of "Produce in Georgia," the Preferential Agrocredit Project, the State Program for Co-financing Agricultural Mechanization, the state program "Plant the Future," and other budget programs between 2016-2024 (the table shows the ten largest beneficiaries).

It is noteworthy that the situation with opposition parties is radically different from that of companies connected to "Georgian Dream" donors. Since 2016, companies associated with donors of the opposition party have won tenders worth 247,000 GEL and received simplified procurement contracts worth 586,000 GEL. During the same period, no company connected to donors of the opposition party has received a budget subsidy.

Georgian Dream Donor Groups

 Medical Group "Ivermedi"

The group consists of five members who own the medical equipment company LLC "Ivermedi," whose subsidiary is LLC "Acad. G. Chapidze Emergency Cardiology Center." Two members of the group, Revaz Jorbenadze and Zaza Lazarashvili, also hold senior positions at the "Chapidze Center." The five shareholders of "Ivermedi" donated 280,000 GEL to "Georgian Dream" on August 15 and 18, 2025. LLC "Ivermedi" has won tenders worth 1.3 million GEL since 2024 and 15 million GEL since 2016. Since 2016, the "Chapidze Emergency Cardiology Center" and "Ivermedi" have received simplified procurement contracts worth 2.3 million GEL.

Construction Group "Bondi-2009" and "Grand Maison"

Davit Devadze, a shareholder of the construction company "Bondi-2009," donated 60,000 GEL to "Georgian Dream" in August. Davit Devadze’s total donations amount to 170,000 GEL to the party, while the shareholders of "Bondi-2009" have donated a total of 550,000 GEL. Among the shareholders are Nukri Dolidze and Otar Putkaradze, who did not donate to the party in July-August, but their sons, Levan Dolidze and Shota Putkaradze, did. On July 30, they, along with their business partner Giorgi Zoidze, donated 180,000 GEL to the "Georgian Dream" party. Levan Dolidze is a member of the Batumi City Council, and Shota Putkaradze is a member of the Khelvachauri City Council. Together with Giorgi Zoidze, they own LLC "Grand Maison," which is building a 46-story skyscraper on an 8,652 sq.m. plot in the center of Batumi. The company received a construction permit in 2023. The land plot was acquired in 2019 at a conditional auction by the Batumi City Hall by LLC "Bondi 2009," whose legal successor became LLC "Grand Maison".

 Construction Company "Gza"

In August, Malkhaz Dumbadze donated 30,000 GEL to the "Georgian Dream" party; he has donated a total of 205,000 GEL to the party. He is the director of LLC "Gza," whose owner, Giorgi Chkonia, is a member of parliament and has donated 461,000 GEL to the party, while his company has won an unprecedented amount of tenders worth almost half a billion GEL.

Davit Kapanadze and Construction Company "L da K"

Davit Kapanadze, the 100% shareholder of the construction company "L da K," donated 50,000 GEL to "Georgian Dream" in August; he has donated a total of 152,000 GEL to the party. The company "L da K" is one of the most prominent participants in state procurements, having won tenders worth over 115 million GEL since 2016. In 2022, the company was blacklisted by the procurement agency for failing to fulfill its obligations to the "Gas Transportation Company," which involved the gasification of the villages of Kirtskhi and Sarakoni in Chkhorotsku. One year after being blacklisted, the company resumed winning tenders. In addition to state procurement contracts, LLC "Pharma Export," a subsidiary of LLC "L da K," received a five-year license in 2020 to extract 86,640 sq.m of sand on the Alazani River near the village of Tsnori. Another company of Davit Kapanadze, LLC "Eurodrip," received 543,008 GEL in 2019 and 2020 through the "Produce in Georgia" program.

Construction-Development Group "Alliance"

Temur Bitsadze, Besik Zhghenti, and Nikoloz Tevzadze donated 160,000 GEL to "Georgian Dream" in July-August, and have donated a total of 763,000 GEL to the party. They are associated with the companies of the "Alliance Group," LLC Alliance, LLC Alliance Lisi, LLC Alliance Privilege. The benefits they received from the state are related to the construction permit received by "Alliance Lisi."

  • Benefits Received from the State:
    • "LLC Alliance Lisi" received a construction permit from the Tbilisi City Hall in 2024 for a territory between Lisi Lake and Vashlijvari with a development area of 27,431 sq.m.
    • LLC "Alliance Villa Development" received 379,967 GEL in 2021 within the framework of Produce in Georgia.
    • The company "Gonio 2020," associated with Temur Bitsadze, acquired 21,190 sq.m of real estate in Kobuleti and Gonio between 2021 and 2023 through non-competitive privatization.
    • LLC "Geobluberis," associated with Temur Bitsadze, received 1,031,732 GEL in 2022 within the framework of agricultural subsidies ("Plant the Future" and Agrocredit). 

Companies of the Father of the Deputy Mayor of Marneuli

Paata Shubitidze is the father of Temur Shubitidze, the Deputy Mayor of Marneuli Municipality. He donated 50,000 GEL to "Georgian Dream" in July, and a total of 110,000 GEL to the party. Companies associated with Paata Shubitidze, "Ktsia" and LLC "Number-One," have won tenders worth 105 million GEL since 2016, of which 48.7 million GEL was after 2024. Since his son was appointed Deputy Mayor of Marneuli, Shubitidze's companies have received 48.6 million GEL from tenders announced by the same municipality. It is noteworthy that in 2023, the chairman of the Marneuli City Council, Amiran Giorgadze, stated that "if the law allowed us, I would give the large tenders that are held directly to LLC Ktsia."

Paata Shubitidze's benefits in Marneuli Municipality extend beyond this. In May 2023, LLC "Ktsia" received a five-year license for sand and gravel extraction on an area of 38,390 sq.m on the Debeda River in Marneuli Municipality. In July 2024, another company associated with Paata Shubitidze, LLC "Traumberg," received a similar license on an area of 58,220 sq.m on the Khrami River in the same municipality.

 Avtandil Iashvili and "Akhali Kselebi"

Avtandil Iashvili donated 60,000 GEL to "Georgian Dream" in August of this year; this is his first donation to the party. Iashvili is a business partner of the Member of Parliament, Pridon Injia. Avtandil Iashvili is associated with several telecommunication companies operating in Georgia, the most notable of which is "Akhali Kselebi," of which he is a co-founder and shareholder, along with Pridon Injia. "Akhali Kselebi" has received more than 3 million GEL in simplified procurement contracts since 2016, of which 700,000 GEL was from 2024.

  • Other benefits received from the state:
    • In 2016, LLC "System Net," owned by Iashvili and Injia, purchased a 17,000 sq.m. real estate from the state in Tbilisi, located on Guramishvili Street, through a conditional auction for 5 million GEL. The investment condition involved building a 120-room hotel within 3 years, with a value of no less than 10 million GEL. To fulfill the investment obligation, LLC "System Net" obtained a construction permit in 2020 for a 28-story multifunctional building with a height of 98 meters and a development area of 4,421 sq.m.
    • At the moment, construction is underway but still not completed, so the obligation defined by the investment condition, which was supposed to be fulfilled by the end of 2019, remains unfulfilled.
    • In 2019, Iashvili's company, LLC "Girchebi," received 172,077 GEL within the framework of the "Produce in Georgia" government program. 

Teimuraz and Karpezi Shukakidze

On August 18, 2025, Teimuraz and Karpezi Shukakidze donated a total of 55,000 GEL to "Georgian Dream". They are connected through various companies that have received multiple agro-program subsidies and construction permits.
