The Excel file "data_en.xls" contains tables drawn from the income declarations
filed by public officials in Georgia during 2010 and 2011.

An income declaration is made up of 11 tables of information, as well as

supplementary biographical information. Each sheet in the file labeled
"data_en.xls" represents one table on an income declaration, and contains
all the data, from all income declarations, entered into that table.
For most income declarations, the table number is the same as the page

number.

The sheets are labeled as follows:
biography_t0: Information about the declarer (the person filing the

declaration), including their government position.

family_t1: All declared family members.

real_estate_t2: All real estate owned or partially owned by the declarer or

family members.

property_t3: All movable property (e.g. cars) owned by the declarer or

family members.

securities_t4: All securities (stocks) owned by the declarer or family

members.

deposits_t5: All bank accounts owned by the declarer and family members.

cash_t6: All cash greater than a threshold owned by the declarer or family.

entrepreneurial_t7: All entrepreneurial activities (involvement in a

business other than through stock ownership or salaried work) by declarer or

family members.

wages_t8: All salaries received, by declarer and family members.

contracts_t9: All contracts involving the declarer and family members.

gifts_t10: All gifts over a threshold received by the declarer and family.

other_incl_expenses_t11: All other expenses and income over a threshold.

I have deliberately made these descriptions a bit vague; please consult the

included blank declaration to see the exact descriptions of each table.

Besides this README and data_en.xls, this folder should contain three files:
-"მონაცემები_ka.xls", a version of the data with Georgian column headings
	- a Georgian-language copy of this README file
-a blank income declaration sheet that shows the original column headings.

Every row in every spreadsheet in this folder has the same three initial

columns:

-The Declaration ID, as given on the declaration.ge website.

-The Declaration name. This is the name of the person filing the declaration.

-The Declaration date. This is the date the declaration was submitted to

		declaration.ge

It should be noted that many declarations have a blank date field. I believe

that these declarations are from 2011.

The remaining columns in each spreadsheet are determined by the table; each

table has a different number of columns.

These documents should be treated as secondary sources; I believe that they

are accurate enough for aggregate work, but the declarations are complicated,

so it is likely that there are a few discrepancies. If you need to be absolutely

certain that a specific declaration contains a specific piece of information,

I suggest accessing the original document at:

	http://declaration.ge/csb/report/report.seam?id=39

Where '39' should be replaced with the ID of the document you would like to

verify.

This data is not perfectly formatted yet; there are several multi-valued

columns that could be cleaned using tools like Google Refine.
