
TI Georgia is monitoring the transparency of party financing. For this purpose, we are looking at the fundraising and spending of political parties and other political entities.
The Georgian Chamber of Control recently published financial disclosure forms [1] of political parties (political unions of citizens, as they are technically called) for the year 2011.
The 2011 declarations for the first time were published in standardized (but scanned) forms, which the Chamber has introduced in line with amendments to party financing regulation [2]. This standardized reporting is a step forward to improving party financing transparency, as it allows for a better comparison of parties financial declarations.
Nevertheless, the information the Chamber has published online is insufficient, and no longer allows for an in-depth analysis:
However, the law is quite clear (and has been in before the December 2011 amendments) that addresses of individuals who donate to political parties as well as all other information concerning donations has to be made publicly available. Now, the Chamber of Control is responsible for actually making this data public - until the most recent amendment that was the responsibility of the Central Election Commission [3].
We hope that the Chamber of Control will manage to fix the current shortcomings soon and ensure the publicity of all relevant data on donors to political parties.
In the documents below we provide all the data on political party finances that we have been able to process as of now in machine-readable, user-friendly format (rather than scanned pictures):
In the coming weeks and months, we will work to assess the financial activities of parties that have won seats in the 2008 parliamentary elections. Once the Chamber updates and improves the data it has released, we will add this data to our forms.
