
For the first time, the Government of Georgia has refused to publicly release the Evaluation Report [1] of the Group of States against Corruption (GRECO) of the Council of Europe.

On March 18-22, 2024, the 96th plenary session of GRECO in Strasbourg approved the Fifth Round Evaluation Report on Georgia, which examined the prevention of corruption and promotion of integrity in central governments (top executive functions) and law enforcement agencies. Recommendations accompany the evaluation report, the deadline for the government to submit the situation report on measures taken to implement GRECO’s recommendations is 30 September 2025.
The evaluation report deals with important issues, such as the conflict of interest, the gift policy, declarations of assets and interests, their monitoring and applied sanctions, as well as anti-corruption and integrity mechanisms in law enforcement agencies and their practical application.
The Anti-Corruption Bureau coordinated [2] GRECO's Fifth Round of the Evaluation process. The implementation of the recommendations of GRECO is a part of the EU integration process and, following the Venice Commission’s recommendation, it is also a component of deoligarchization.
We are faced with a dangerous and alarming tendency when the Government of Georgia refuses to participate in the anti-corruption monitoring process and/or to publicly disclose the evaluation report. Last year, the Government of Georgia, for the first time in 20 years, refused [3] to participate in the OECD/ACN’s 5th monitoring round. The European Commission is urging the government to rejoin the monitoring process of the OECD/ACN.
Even though the Council of Europe protocol allows to keep evaluation reports confidential, the practice demonstrates that the restriction is only used by countries where corruption is a particular problem.
We call upon the Anti-Corruption Bureau to immediately disclose the GRECO 5th Evaluation Report and, also, to re-join the OECD/ACN monitoring process, following the European Commission recommendation.
