More than GEL 2 million in 9 months - who fills the coffers of Georgian Dream from Adjara?
From January 1 to September 30, 2024, the Georgian Dream party received a total of GEL 11,293,166 in the form of donations, including GEL 2,088,500 from businessmen operating in Adjara.
A study conducted by Transparency International - Georgia revealed that companies with ties to the donor businessmen received a total of over GEL 556,090,031 from public procurement, as well as construction permits for an area exceeding 3,000,000 square meters between the years of 2012 and 2024.
Who donates money to Georgian Dream from Adjara?
Giorgi Chkonia, a delegate on the Georgian Dream party list and a businessman, has ownership interests in 20 companies. In 2024, he donated GEL 124,000 to the ruling party through individuals connected to his partners and companies.
Over the past 12 years, Chkhonia’s companies have received more than GEL 457 million from public procurement, including up to GEL 300 million through tenders without competition, disqualification of competitors and simplified procurements. Chkhonia’s companies have been granted construction permits for more than 100,000 square meters, including both commercial and residential areas.
In total, Georgian Dream received more than GEL 1,500,000 from Chkhonia and other individuals with close ties to him.
Ramaz Iremadze, Emzar Iremadze, Jemal Antadze, Zviad Abuladze and Jemal Bolkvadze, the owners of Nova company, which has close affiliations with Anzor Bolkvadze, Georgian Dream’s majoritarian MP in highland Adjara and currently a delegate on the Georgian Dream party list, donated GEL 282,000 to the ruling party in 2024. The company has received a total of GEL 7,000,000 from public procurement, including more than GEL 5 million from simplified procurement.
The aforementioned individuals donated a total of GEL 582,000 to the ruling party.
In 2024, the ruling party received GEL 155,000 from the companies Bondi 2009 and Monoliti 2005, which are associated with Nukri Dolidze and Merab Dolidze, father and uncle of Levan Dolidze, a member of the Batumi City Council from Georgian Dream. Both companies are leaders in the procurements of Batumi’s largest spending municipal organization – the N(N)LE Urban Infrastructure and Improvement Division, as well as the Adjara Roads Department: the income received by both in 2013-2024 reached GEL 195,000,000 in total. Additionally, the Dolidze brothers also own the construction project located on Shartava Avenue in Batumi. In total, construction permits were issued for 65,000 square meters of commercial and residential areas to the companies owned by the Dolidze brothers.
In total, the ruling party received GEL 435,000 from the shareholders of both companies.
Shareholders and managers of the largest construction companies operating in Batumi - Alliance, Alliance Privilege and Alliance Villa Development: Besik Zhgenti, Davit Baladze, Temur Bitsadze and Nikoloz Tevzadze donated GEL 211,000 to Georgian Dream in 2024. Over the past five years, they have donated a total of GEL 905,000 to the ruling party.
The Alliance Group’s construction projects include the construction of commercial and residential areas on more than 2,000,000 square meters.
Davit Baladze is the former Minister of Finance and Economy of Adjara and the brother-in-law of Tornike Rizhvadze, the Chairman of the Government of Adjara.
Georgian Dream received GEL 230,000 in 2024 as a donation from brothers Zebur and Zurab Dumbadze, who are involved in the construction business in Batumi, and their business partners. Companies linked to the brothers have received six construction permits in recent years, providing for the construction of a total of 75,456 square meters in Batumi.
In total, the ruling party received GEL 965,000 thousand from this business group.
Businessman son of Khelvachauri District Court Chairman and his partners
Koba Putkaradze, the son of Gocha Putkaradze, Chairman of the Khelvachauri District Court, and his partners: Jumber Zoidze, Jimsher Zoidze, Tamaz Bekaia and Levan Khimshiashvili, donated GEL 160,000 to the ruling party in 2024.
Three companies related to them are building three residential buildings with a total area of 129 thousand square meters in Batumi.
In total, these individuals donated GEL 435,000 to Georgian Dream.
