Business Connections of Georgian Dream MPs, Public Procurement and Party Donations

- Out of 87[1] MPs, 41 have ties to businesses;
- 7 companies in which MPs hold ownership stakes have won 271 tenders;
- 13 companies in which MPs hold ownership stakes have won 301 simplified procurement contract;.
- Companies in which current Georgian Dream MPs hold shares received GEL 7,736,986 from the state through participation in simplified procurements[2];
- Companies in which current Georgian Dream MPs hold shares received GEL 465,900,569 from the state after winning tenders[3];
- Since 2012, current MPs have donated a total of GEL 2,738,586 to political parties, including: GEL 66,500 to the United National Movement, GEL 39,000 to People’s Power, GEL 2,633,086 to Georgian Dream and its presidential candidate, Salome Zurabishvili.
Methodology
The study is based on publicly available sources. The data reflect the situation as of October 24, 2025, and cover 87 Members of Parliament who were participating in parliamentary activities at that time.
The research examines business ties of Members of Parliament (ownership stakes in companies), the participation of MPs’ companies in simplified procurement contracts and tenders, as well as political donations made by MPs during the pre-election period.
- How many MPs hold ownership stakes in businesses?
Out of 87 MPs, 41 have ties to businesses, of whom 17 report business income in their asset declarations.
According to the most recently submitted declarations at the end of the reporting period, the following MPs have received GEL 1 million or more in income from businesses:
- Anton Obolashvili – GEL 4,860,828.41
- Shota Berekashvili – GEL 4,712,134.18
- Giorgi Chkonia – GEL 4,373,744.02
- Zaal Dugladze – GEL 1,470,979.19
- Giorgi Barvenashvili – GEL 1,033,008.48
- Lasha Talakhadze – USD 680,000 (the amount is declared in USD)
Vasil Chigogidze holds ownership stakes in the largest number of companies (21 companies).

Party Donations Made by Members of the 11th Convocation of the Parliament of Georgia (Georgian Dream)
Acting Members of Parliament have donated a total of 2,738,586 GEL since 2012, of which: 66,500 GEL was donated to the United National Movement, 39,000 GEL was donated to People’s Power, and 2,633,086 GEL was donated to Georgian Dream and its presidential candidate (Salome Zurabishvili).
Among the deputies of the 11th convocation of the Parliament representing Georgian Dream, two MPs made donations in 2012 to the then ruling party, the United National Movement, specifically: Gocha Enukidze – 60,000 GEL, Anzor Bolkvadze – 6,500 GEL.
Additionally, two MPs donated to the party People’s Power, specifically: Viktor Japaridze – 38,000 GEL, Guram Macharashvili – 1,000 GEL.
