Transparency International Georgia seeks an intelligent and motivated individual to lead the Political Finance Monitoring program under the supervision of the Project Director. The program will focus on monitoring and controlling the use of state resources and campaign finance in the 2012 Parliamentary elections. The Lawyer/Legal Advisor will be tasked with analyzing election-related legislation, providing legal advice, conducting research necessary in order to monitor political finance in Georgia, and presenting the organization’s legal opinion. The ideal candidate will ensure the monitoring program adheres to the highest standards of legal ethics, practices and procedures.In addition, the Lawyer/Legal Advisor and other project staff, based on existing experience, will develop a methodology to monitor the abuse of state resources and campaign finance in Georgia.The successful candidate will demonstrate a commitment to the mission of TI Georgia, possess 3 years of work experience in either civil and or administrative law. In addition, the ideal individual will have knowledge of Georgian election legislation, will be familiar with ongoing legal processes in Georgia, and take responsibility for stay abreast of national developments. The ability to integrate quantitative data into blogs and narrative reports, and strong writing skills in Georgian and English are essential.
Main Duties Include:
- Regularly analyze and review election-related legislation;
- Collect key information on a complaint and coordinate legal process for filing complaint and/or appeal;
- Coordinate election monitoring mission from a legal perspective with other lawyers and program staff;
- Assist Program Director and other program staff in conducting trainings for staff members and volunteers on how to monitor political finance;
- Follow up with cases of abuse and ensure all evidentiary and document needs are met;
- Oversee and coordinate legal assistants in researching and drafting legal documentation;
- In close cooperation with relevant partners, develop monitoring manuals and define criteria by which monitoring will be conducted;
- Ensuring that the legal documents and other written positions of the organization are effectively drafted, reviewed, and interpreted;
- Be available and flexible to contribute to arising issues with TI Georgia staff members;
- Travel to regional offices on an as-needed basis.
- Georgian and English writing in a style that is fluid and engaging;
- Russian writing skills are a considerable asset;
- Superior public speaking abilities;
- LLM/Master’s of Law, focus in civil and/or administrative law;
- Awareness in social sciences, academic research, law, political science, and international relations;
- Excellent knowledge of Georgian social institutions and Georgian legislative processes;
- Fund-raising, program management and supervisory experience is regarded as a plus;
- Very strong analytical skills with a demonstrated ability to prioritize multiple research projects;
- Highly motivated and creative with a commitment to mission of TI Georgia and desire to learn about socio-political developments affecting the country;
- Ability to condense multi-disciplinary thoughts into actions to promote TI Georgia’s strategic goals in a research and advocacy.
