 Zugdidi Mayoral Candidates

Teimuraz Basilaia, the United National Movement electoral block

Teimuraz Basilaia was born on 1 July, 1967. In 1991, he graduated from the Faculty of Mechanical Engineering at Tbilisi Technical Institute of Technology and in 1997 he graduated from Zugdidi Independent University with a degree in law.

Teimuraz Basilaia has at different times served as a Chief Specialist of the State Property Management Department of Zugdidi District Administration and as Head of the Freight Department in Poti Customs Entry Service. Over the period from 1997 to 2007 he worked in the Samegrelo - Zemo Svaneti Regional Administration, first as the Chief Advisor to the Governor, and later on as the Head of the Department for the Relations with the Local Self-Government and State Authorities. He is currently a National Movement member, previously chairing the Regional Youth Organization of the Citizens' Union. Prior to his nomination for Zugdidi Mayor, he worked as Zugdidi District Council’s Chief of Staff. He has been awarded the Order of Honour by Presidential Ordinance N13/11/05 of 13 November, 2013.

Teimuraz Basilaia is the Board member of the ‘Erani’ Community Development Resource Center and also owns a 159.6 sq.m. house with an attached land at #73 Lazi str. in Zugdidi - (ID code 43.31.69.155).

Irakli Gogokhia, the Georgian Dream electoral block

Irakli Gogokhia was born in Tbilisi on 26 August, 1969. In 1991, he graduated from the Department of Commerce in I. Javakhishvili Tbilisi State University. From 1991 to 1993, he served as the Deputy Director of the Zugdidi Branch of the Caucasus Commodity, Raw Materials, and Currency Exchange JSC. From 1993 to 1995, he was the Deputy Board Chairman of Gea Bank. In 1995, he graduated from Zugdidi Independent University Law Department and continued his studies at Frankfurt Banking Academy the same year; he also worked as an intern at Deutsche Bank. From 1996 to 2002, he was the Head of the Postal Bank Zugdidi Branch. From 2002 to 2003 he was the Chairman of Zugdidi City Council (Sakrebulo) and was its member until 2006. Mr. Gogokhia holds shares in various companies, such as Zugpetrol Ltd - 35% ,  Imedi – 2 Ltd  - director and 25% shareholder,  Oil Pro Ltd (50%), Victoria 2012 Ltd  (50%),   Oil Export (50%),   Oil  Pro Group (25%),  and Jeeps Ltd( 51 %).

Rusudan Pachkoria, Nino Burjanadze – the United Opposition Coalition

Rusudan Pachkoria was born on 27 September, 1963. In 1986, she graduated from I. Javakhishvili Tbilisi State University Law Department. She is a member of the Georgian Bar Association. In 1989, she worked as a head teacher at the Zugdidi Branch of State Institute of Business. From 2002 to 2004, she worked as a lawyer for Atinati Association. From 2004 to 2005, she was a head teacher at the Zugdidi Branch of Tbilisi State University of Economics. In 2005, she worked as a lawyer at the Norwegian Refugee Council - Zugdidi Office. From 2001 to 2012, she authored and presented law programs on Atinati Radio. From 2006 to 2007, she was a member of the Public Monitoring Commission of the Ministry of Justice’s N4 Penal Institution. From 2005 to present, she has been a lawyer at the Legal Defense Institute as well as its Board member. Rusudan Pachkoria also owns 6% of shares in Alliance Ltd.

Irakli Ghurtskaia, non-parliamentary opposition – Kukava, Chikhradze

Irakli Ghurtskaia was born on 11 November, 1984. In 2007, he graduated from I. Javakhishvili Tbilisi State University Department of International Relations. From 2008 to 2011, he held various positions in Bank Republic’s Zugdidi Branch. In 2011, he graduated from the Police Academy Course of the Ministry of Internal Affairs. Since 2012 to present, he has been the board member of the Civic Movements Hall of Samegrelo Voice  and Zugdidi voice NGOs. According to the Public Registry records, Irakli Ghurtskaia does not own any property or business.

Zugdidi District Governor Candidates

Otar Tchithanava, non-parliamentary opposition (Kakha Kukava, Pikria Chikhradze)

Otar Tchithanava, Zugdidi Governorship candidate from the non-parliamentary opposition block – Kukava, Chikhradze, was born in Zugdidi on 31 July, 1972. In 1993, he graduated from the I. Javakhishvili Tbilisi State University Department of Economics and, in 2001, he graduated from the Economic and Social Problems Research Institute. In 2007, he continued his studies at the Diplomatic Academy of the Ministry of Foreign Affairs in Moscow. He holds a PhD in Economics.

Since 1995, he has held various positions at the State Chancellery, the State Advisor’s among them, combining his work in the TACIS funded Civil Service Reform and Civil Servants Training project.

From 1998 until 2001, he served as RAOES representative in Georgia.

From 2001 to 2004, he was the Director of the International Relations and Transit Traffic Department at the Ministry of Energy. From 2011, he held party positions in the united opposition for Salome Zurabishvili for 2 years. He is fluent in Russian and English.

Otar Tchithanava is aBoard member of the N(N)LE Georgian Union of Exporters  and a Georgia-Russia Chamber of Commerce’s Governing Council member.

Edisher Toloraia – the Georgian Dream electoral block

Edisher Toloraia, the Georgian Dream candidate for Zugdidi Governor was born in Zugdidi on 22 August, 1978. After completing school, he continued his studies at Zugdidi Independent University Law Department. From 2002 until 2006, he worked in various positions in Zugdidi City Council (Gamgeoba). In 2007, he headed the Retirement Subsidies Agency’s Zugdidi District Division. From 2011 to 2012, he worked as a Chief Specialist in the Samegrelo - Zemo Svaneti Regional Administration. In December 2012, he became acting Governor of Zugdidi. He is the head of the Georgian Dream - Democratic Georgia’s Zugdidi regional organization. He has a wife and two children.

Tengiz Gunava, Zugdidi district Governor candidate from UNM, was born in Rukhi village of Zugdidi district on 29 March, 1976. From 1993, he studied at the Iberia University Law Department in Tbilisi and holds a Master’s Degree in Law. In 2000, he started working at the Zugdidi police department. He held different positions in the Ministry of Internal Affairs until 2012. In 2012, he headed the Inspector General’s Office in the Ministry of Internal Affairs. From 2012 to 2013, he worked as Samegrelo - Zemo Svaneti Governor and left the position upon his own letter of resignation following the victory of the Georgian Dream candidate, Giorgi Margvelashvili, in the Presidential Election. Vakhushti Pharcvania, Zugdidi district Governor candidate from the People's Party, was born on 7 August, 1966. After completing school, he worked for one year in Zugdidi, in the Tung Sovkhoz of Abastumani village 

In 1989, he graduated from Lvov Polytechnic University Engineering Department. In 1990, he served as a labor economist at Abastumani Sovkhoz. He was the Young Communist League (Komsomol) secretary in the village in 1990. In 1991, he worked as a senior teacher at Zugdidi Independent University.

In 1992, he entered Tbilisi State University Sociology Department. In 1998, he was accepted at the Philosophy Department of St. Petersburg State University for post-graduate studies. In 1999, he defended his Candidate of Sciences degree in Philosophy. From 1999, he was the head of the Philosophy Chair at Zugdidi Independent University for five years. In 2003, he defended his Doctoral Dissertation at St. Petersburg State University and was awarded the PhD degree in Anthropology. In 2004, he worked at Zugdidi Branch of I. Javakhishvili Tbilisi State University. In 2004, he worked as Samegrelo-Zemo Svaneti, Racha-lechkhumi, Kakheti and Kvemo Kartli Regional Office Curator at the President's Chancellery. From 2005 to 2006, he worked as a visiting professor at Technical University. He has authored several monographs and dozens of collections of research papers.

In 2008, he was a majority candidate from the United Opposition (National Council, New Rights) in the Parliamentary elections. Up until the 2012 parliamentary elections, he was a Georgian Dream supporter.

Vakhtang Antia, the ‘Unity Hall’ political union

Vakhtang Antia, the Zugdidi district Governor candidate from the ‘Unity Hall’, was born on 1 September, 1960. In 1982, he graduated from the I. Javakhishvili Tbilisi State University Economics Department. From 1987 to 1992, he worked as a senior teacher of the Theory of Economics Chair at Georgian Technical University. From 1988 to 1990, he worked as the Curator of Social and Economic Studies and Scientific Research Work in Higher and Secondary Special Education Institutions at the Georgian Ministry of Education. Between 1990 and 1991, he served as a chief consultant for the Education, Science and Culture Commission in the Supreme Council of Georgia. From 1998 to 2002, he was chairman of the Zugdidi District Council. From 1999 to 2002, he was one of the founders and board members of the Association of Councils (Sakrebulos). In 2002, he worked as director of the Eurasia Foundation Project: ‘The Local Government Representative Body Analytical Center’. In 2001- 2002, he was an invited member of the State Commission for drafting amendments to the Tax Code. From 2003 to 2006, he worked at the Chair of the Theory of Economics at I. Javakhishvili Tbilisi State University. In 2009-2010, he was a visiting professor at Ilia State University Business and Law Department. From 2003 to 2009, he was a professor of the Chair of Economics Principles and the Chair of Business Organization and Law Management at I. Javakhishvili Tbilisi State University. From 2009 to present, he has been a full-time professor at David Aghmashenebeli University of Georgia, and since 2013 has worked as a visiting professor at the Georgian University of the Patriarchate of Georgia.

He is a historian by profession and studied at Zugdidi Branch of I. Javakhishvili Tbilisi State University during 1998 to 2002. Between 2002 and 2004, he worked at the Dadiani Palace Historical and Ethnographic Museum. From 2004 to present, he has worked as a history teacher at Darcheli public school #2 of Zugdidi municipality. Since 2008, he has been the Chairman of the Christian - Democratic Movement’s Zugdidi Youth Organization. He campaigned as a Christian - Democratic Movement majority candidate from Zugdidi in the 2012 Parliamentary Elections. Gogita Bigvava has a wife and 2 children.
